SAMCEDA Business Roundtable: San Bruno Connectivity Case Study - Bios

 

The SAMCEDA Business Roundtable is a discussion series that brings together public, private, and community leaders to explore issues and partnerships shaping our region with SAMCEDA members.

In May of 2026, SAMCEDA convened a discussion with the City of San Bruno, Comcast, and the San Bruno Education Foundation on a public-private partnership.

With growing demands to maintain and upgrade a municipally-owned broadband network, the session highlighted how Comcast and the City of San Bruno worked together to improve connectivity and services for San Bruno residents and businesses while supporting education, workforce development, and local economic growth.

Hon. Mayor Rico Medina

 City of San Bruno

A third-generation, lifelong resident of San Bruno, and Capuchino High School graduate, Rico E. Medina is the sixth directly elected Mayor of the City of San Bruno and the first Capuchino High School Graduate to become Mayor. Rico was first elected to the San Bruno City Council in 2005 and was elected as Mayor in November 2017. 

In addition to his everyday work as San Bruno’s Mayor, Rico also serves San Bruno residents and broader San Mateo County on several regional appointments, including:


City Manager Alex McIntyre

City of San Bruno

Alex McIntyre serves as the City Manager for the City of San Bruno. In this role, he is responsible for executive oversight of the City's government and implementation of City Council policies to ensure effective service delivery to the San Bruno community.

Mr. McIntyre previously served in executive management roles throughout the Bay Area and Southern California. Most recently he served as the City Manager for the City of Ventura for four years and, just prior to that, he was the City Manager in Menlo Park for nearly seven years. In Mr. McIntyre’s tenure with Menlo Park, he led the City through their General Plan Update, completed the Housing Element, and executed a development agreement with Facebook for the Facebook Campus Project entailing office tech space, a hotel, and other public amenities. He also completed Menlo Park’s El Camino-Downtown Specific Plan, a planning effort with the goal of transforming Menlo Park’s downtown.


Brian Bottari

VP of Local Government  and Community Affairs, Comcast

Brian Bottari currently serves as Vice President of Local Government and Community Affairs for Comcast in California, Arizona and Nevada. 

In that role, his team manages the local relationships and issues for the company in over 250 cities and counties.  He has been with Comcast for 7 years.  

He is a California native with roots on the Peninsula, whose parents are proud alumni of Claremont and Serra High Schools.
 


Alex Youn

Director, Government & Community Affairs, Comcast California

Alex Youn is Director of Government and Community Affairs at Comcast California, where he leads public policy strategy and community partnerships across the region. He has played a leadership role in Comcast’s partnership with the City of San Bruno, supporting the transition of CityNet into a next-generation broadband network.

With more than 15 years of experience across technology, startups, and public policy, Alex focuses on building partnerships that deliver infrastructure improvements, expand access, and support local economic development.


Heather Latta

President, Board of Directors
San Bruno Education Foundation

Heather Latta has been on the Board of Directors of the San Bruno Education Foundation (SBEF) for 4 years, 3 of them as President. She decided to volunteer with SBEF because of her passion for public education and a desire for more equitable opportunities for the diverse students of the San Bruno community. 

She and her husband have lived in San Bruno for 14 years, where they are raising their two kids, ages 12 and 9. 

She has worked in federal auditing for 18 years and has a Master's degree in International Economics and a Bachelor's degree in International Relations and Spanish, both from Johns Hopkins University
